DOST 8 Participates in the Southern Leyte PRLEC Meeting

The Department of Science and Technology thru the Southern Leyte Provincial S&T Center attended the virtual meeting of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) on September 14, 2021 with the theme: "Pag-asa, Pagbangon at Pag-abante sa Bente Syete".

The activity reviewed the status of the action items from the highlights of the previous meeting and was followed with the presentation of the 2020 to August 2021 accomplishments. The PRLEC Member-Agencies then provided updates on their programs and services. 

The DOST, thru Provincial S&T Director Engr. Florita M. Santiago, presented to the cluster the STARBOOKs project for the four barangays in Sogod, Southern Leyte particularly in Brgy. Kauswagan, Benit, Milagroso, and Kahupian. The fund for the said project has been released to LGU-Sogod for the procurement of the STARBOOKs units.

DOST SETUP helps improve famous Hopia Malitbogan

Jairus Bakery is home of Malitbog, Southern Leyte’s famous pasalubong, Hopia Malitboganon. The product is an original creation of the owner, Denny D. Arsenio, because of her desire to give a local pasalubong to a friend from Manila. The product became popular among the locals and visitors in Southern Leyte because of its unique form and taste.

The bakeshop is a family business and its only source of income. It was previously owned by Denny’s in-laws but had closed due to competition. Denny’s family reopened the business 1n 2008 and with her management it was able to grow and has become the favorite bakeshop in Malitbog. Initially, the couple were the only workers in their firm processing only eight kg of flour per day. They managed to grow the bakeshop to employ 12 production workers and 9 peddlers and can process up to 150 kg of flour per day. Even so, they were unable to meet the demands of the market because the operations were highly manual.

DOST Conducts Training on Bath Soap Production to Inmates

Forty (40) inmates of the Southern Leyte Provincial Jail participated in the training on bath soap formulation and production held on April 4, 2017. The training was conducted by the Department of Science and Technology thru its Southern Leyte Provincial Science and Technology Center (PSTC) in cooperation with the Prison Ministry of Our Lady of Assumption Parish.


“The training aimed to equip participants with knowledge on bath soap production as a source of additional income and livelihood of the inmates”, said Engr. Florita M. Santiago, DOST Provincial Director and training resource person. A lecture about soap, raw materials and tools needed covered the first part of the training. Demonstration and hands-on was conducted afterwards in which the inmates actively participated and were able to experience the actual procedure of soap making.

Livelihood trainings such as this is part of the moral recovery program implemented by the Bureau of Jail Management and Penology and the Prison Ministry to enhance the capacity and make the inmates productive in preparation to their eventual reintegration in the society. On the closing program, one of the inmates expressed his gratitude that they were able to participate in the training and gain knowledge on soap making which proved to be simple and viable livelihood for the inmates.

DOST organizes and conducts S&T-based livelihood trainings and workshops for micro, small and medium enterprises (MSMEs), local government units (LGUs) and the academe. Southern Leyte Provincial S&T Center Announces the Qualifiers for the 2016 Junior Level Science Scholarships (JLSS)

          The Southern Leyte Provincial Science and Technology Center announces the passers of the Department of Science and Technology – Science Education Institute’s (DOST-SEI) 2016 Junior Level Science Scholarship (JLSS) Examination conducted last October 16, 2016 at the Southern Leyte State University – Main Campus, Sogod, Southern Leyte. These are qualified third year students who are enrolled in priority fields of study in Engineering, Basic and Applied Sciences, Science and Mathematics Teaching at identified universities and colleges.

A total of 126 students passed the JLSS Examination for RA10612, RA7687 and Merit in Region VIII and 11 come from the Province of Southern Leyte, namely:

            Qualifiers will get to enjoy a 2-3 year S&T scholarships. Those who qualified under RA 7687 and RA 10612 will be entitled to subsidy in tuition fee and other school fees, monthly living allowance, book allowance, among others, in the last 2 or 3 years of their undergraduate studies. Scholars under the Merit scholarship program will likewise receive the same benefits except for the pro-rated monthly stipend based on the scholar’s family socio-economic status.

Southern Leyte PSTC Conduct of Laundry Soap Production in Brgy. Tigbawan, Maasin City


The Southern Leyte Provincial Science and Technology Center led by Provincial Director Engr. Florita M. Santiago conducted training on laundry soap production for the Kababaihan sa Barangay nga Nagkahiusa Alang sa Kalambuan (KABANAKA). The training was held in the highland barangay of Tigbawan which is 30 minutes away from the city proper of Maasin. The peaceful barangay can be reached via steep and winding road which is not for the faint of heart. Despite the difficult road, one will be greeted with the spectacular view of the mountains, sweet smelling durian and the warm smiles of the locals along the way.

There were 35 participants in the training comprise of members of KABANAKA, a women’s association formed through the initiative of the barangay council of Tigbawan to empower its members through capability building and entrepreneurial skills development. Everyone was all ears to Dir. Santiago as she discussed the method of laundry soap making. Most were surprised that laundry soap making isn’t as difficult as it seem. Apart from the lecture, there was also an actual soap making activity facilitated by Dir. Daphne Santiago and So. Leyte PSTC personnel Ms. Norma Cecille Bagarinao, Ms. Kelly Bariata and Mr. Patrick Putan.

Before the training concluded, Ms. Bagarinao gave a brief orientation of the DOST programs and services. Brgy. Kagawad Maricel also gave her message and lastly, Dir. Santiago delivered her closing remarks with an encouragement to the KABANAKA members to continue what they have started in soap making and to not hesitate to seek the assistance of DOST on technical needs and other livelihood opportunities.

The Department of Science and Technology thru the Southern Leyte Provincial Science and Technology in partnership with the Provincial Government of Southern Leyte, Saint Joseph College, DepEd Southern Leyte Division, Deped  Maasin City Division and An Waray Partylist conducted an Orientation and Hands-on Training on the Use of STARBOOKS last November 3, 2016 in Saint Joseph College, Tunga-tunga, Maasin City.

Engr. Florentino L. QuiƱones, DOST8 MIS Section Head served as the resource person during the training. Also present were Engr. Florita M. Santiago, Provincial Director of Southern Leyte PSTC, Board Member Myra C. Rentuza, Provincial Committee Chair for Science and Technology, Mr. Mario R. Orais, Education Program Supervisor of DepEd Maasin City Division, and Dr. Charity M. Nogra, Education Program Supervisor of DepEd Southern Leyte Division.

Librarians and IT personnel from eighteen (18) schools in Southern Leyte were oriented and trained on the use of STARBOOKS – the First Philippine Science Digital Library. STARBOOKS or Science and Technology Academic and Research-Based Openly Operated Kiosk System is an offline and standalone information kiosk which contains hundreds of digitize science and technology resources on various formats. It holds digitized journals, serial publications, reference materials, annual reports, theses and dissertation, technical and project reports and the “Tamang DOSTkarte” Livelihood Videos.

STARBOOKS was developed by DOST- Science and Technology Information Institute (DOST-STIII) to address the limited educational facilities most especially in the countryside. Local Government Units (LGUs), Non-Government Organizations, educational institutions and private corporations may avail of STARBOOKS.
